In the hidden slums of Hong Kong, two organizations — Mokrim and Yeonhwa — dominate the underworld.
Rivals by nature, their constant territorial disputes keep the streets in chaos.

One day, Song Ran, an executive of Mokrim, is kidnapped by members of Yeonhwa. After managing to escape, he collapses in front of a small flower shop while being chased.
